The choice of a leading oil producer, the United Arab Emirates, to host this year’s U.N. climate talks has angered environmental activists. But for the Emirates and other countries both highly dependent on oil and deeply vulnerable to rising temperatures, grappling with climate change is an urgent dilemma for them, too. If the world abandons oil too quickly, the powerful authoritarian state that the Emirati rulers have built in 50 years could crumble as the revenue that finances much of their budget dwindles. It is an extreme example of the choices faced by many other countries as well in a world addicted to fossil fuels. “Our leadership are very future-oriented and already many years ago understood how important it is for us to diversify,” Mariam Almheiri, the Emirati minister of climate change and environment, said in an interview last week.

BERLIN, April 11 (Reuters) - Berlin has ordered Chad's ambassador to Germany to leave the country within 48 hours in response to a similar move by the Central African country last week, the foreign ministry said on Tuesday. "In response to the unfounded expulsion of our Ambassador to Chad, we today summoned the Chadian Ambassador in Berlin, Mariam Ali Moussa, and called on her to leave Germany within 48 hours. Germany's ambassador to Chad, Gordon Kricke, was expelled from the country last week. The Chadian Communications Ministry said that the decision was a result of "non-respect of diplomatic customs". "Ambassador Kricke exercised his office in N'Djamena in an exemplary manner & has worked for human rights & the rapid transition to a civilian government in Chad," the German ministry said.

The UAE, which imports 90% of its food, took the decision at an annual government meeting last month to support local production while continuing to embrace open trade policy, Mariam Al Mheiri told the World Policy Conference in Abu Dhabi. The Gulf Arab oil producer, which will host the COP28 climate conference next year, is making a big push on food security in the region and beyond. Among initiatives is a vertical farm producing leafy greens under a joint venture between Emirates Flight Catering and U.S.-based Crop One. Vertical farming uses a series of stacked levels to produce crops. The Emirati minister said berries, salmon and quinoa were also being farmed in the UAE, and that the country has ambitions to grow grains in closed-system farms where water is recycled.

So, investment in clean energy projects and renewables “makes very good business sense and PR sense for the Gulf,” he said. Gulf petro-states are warning against a quick transition away from hydrocarbons, with the UAE calling for a “mixed energy” approach that minimizes emissions without cutting hydrocarbons. Much of the hydrocarbons exported by Gulf states go to some of the world’s biggest consumers and polluters, including China and India.
